As Emergency Services Supervisor, Mr. Hess is in charge of Alameda County’s Emergency Operations Plan (EOP) and Emergency Operations Center (EOC). He is also ensuring training compliance with California’s Standardized Emergency Management System (SEMS), the federally mandated National Incident Management System (NIMS), and the Incident Command System (ICS). In the San Francisco Bay Area Urban Shield Exercise, Paul serves as the Exercise Operations Director for the Orange Command EOC. Urban Shield is hosted by the Alameda County Sheriff’s Office and is the largest civilian terrorism related exercise in the world, hosting close to 9,000 first responders and Emergency Managers. Mr. Hess says his goal is to make Alameda County the best prepared in the state, and the most emulated in the nation.
